Daphne R. Stewart-Maxwell was born in Erie, PA on November 14, 1958 to William (deceased) and Roberta (Wilkinson) Rickert (deceased) of Clarksburg, W.VA. She attended both Broad Oaks Methodist Church and Trinity Baptist Church of Clarksburg. Shortly after the marriage of Roberta to Earl Stewart, U.S. Army, the family moved to Fort Riley, KS where she attended Fort Riley schools and the Morris Hill Chapel. There, Daphne was a member of the Protestant Youth of the Chapel and participated in Sunday School, Vacation Bible School and numerous other activities. Daphne received Jesus Christ as Lord and Savior on November 17, 1986. In 2006, she accepted her call to the ministry at Fort Riley under the Pastoral Leadership of Pastor (Chaplain- Army Retired) Don E. German under the auspices of the Inter-Denomination of Faith Inc. (Overseers Bishop Thomas and Josephine Urquhart of Leesville, LA. She serves as Minister and Director of Music and Programs at the Morris Hill Chapel Fort Riley, as well as a representative of the Parish Council, Covenant Women, and the Protestant Women of the Chapel (PWOC), she served as the Titus II Adviser.

Minister Maxwell is a 1977 graduate of Junction City High School, Junction City, KS and holds an Associate and Bachelor of Science Degrees from Kansas State University, Manhattan, KS. While at KSU, she completed extensive course study in the areas of religion, Philosophy, social work and service and the sociology/psychology relating to families. She graduated with honors and was selected for various councils, speaker and other leadership positions. In 1978, she met her husband, Marvin Maxwell at Fort Riley, KS who was serving in the military. They married in 1983 and moved to Fort Richardson, AK where Marvin served with the 57 Signal Co. While stationed in AK, Minister Maxwell was employed with the Municipality of Anchorage in telephone utility and business operations management. She attended the Snowhawk Chapel on the base and was a member of the congregation, council and choir. The gospel of music ministry opened doors to travel and minister throughout Anchorage.

Upon the pending retirement of her husband in 1986, the family decided to return to the Fort Riley/Junction City area and make Kansas their home. Once back in Kansas, she began working Federal Service at Fort Riley as a Finance and accounting Officer. In 1989, she was offered and accepted a position in Legal Administration with the Office of the Staff Judge Advocate where she is currently employed.

Minister Maxwell is a servant-leader. She has attended a myriad of military and civilian schools for finance, business, systems, and leadership. She is a graduate of the local Crossroads of Leadership Program; the Flint Hills Regional Leadership Program and Leadership Kansas. She has served 8 years as a hospital trustee as Board Secretary and a member of the Leadership Council for the Geary Community Hospital. As an elected official, she served on the USD 475 Board of Education for 8 years where she held the office of President; the Kansas Association of School Boards, the State of Kansas School Finance Task Force, the National Association of School Boards representative, and a member of the nominating committee for the National Black Caucus of School Boards. She also served on the Military Child Education Coalition, the Council for Military Impacted Schools, and the National Association of Federally Impacted Schools (special task forces relating to the education of children of military families.

Minister Maxwell’s professional affiliations include The National Black Caucus of School Board members; the Association of Legal Administrators, and the Delta Sigma Theta Sorority, Inc. where she has served as Chapter President and the chair for Health and Wellness. She currently serves as Co-Chair for the annual City-wide celebration for Dr. Martin Luther King Jr.

Minister Maxwell ministers and counsels at the Morris Hill Chapel, Fort Riley as well as speaker, workshop facilitator, and music director in the greater Fort Riley/Flint Hills region. She will begin serving as the President of the Parish Council for the Morris Hill Chapel in January 2013 and looks forward to leading the people of God to the next dimension through prayer, obedience and sacrifice.

Minister Maxwell has been married to Army and Federal Service Retired Marvin Maxwell for 29 years and currently resides in Junction City, KS. They have one Son, Mardell, (26), a graduate of Kansas State and Fort Hays State Universities and current Assistant Director of Admissions at the University of Nebraska-Lincoln. He is married to Jessica (Whitesell) also a Kansas native, and parents of twin daughters, Malia Ranae and McKenna Marie (19 months).
